Short Summary
According to RFA (29 Nov 16; 1 Dec 16; 5 Dec 16), on November 28, 2016, authorities from Mianyang and Neijiang cities and Chengdu municipality in Sichuan province detained Huang Qi, the founder of rights website 64 Tianwang. Authorities held Huang at the Mianyang PSB Detention Center (RFA, 8 Dec 16). On December 16, 2016, authorities arrested him on the charge of "illegally providing state secrets overseas" (20 Dec 16). On January 14, 2019, the Miangyang Intermediate People's Court held a closed-door trial on the charges of “illegally providing state secrets to foreign entities” and “intentionally leaking state secrets” (CHRD, 14 Jan 19). Authorities refused multiple requests for medical parole despite Huang's acute kidney disease (HRIC, 16 Nov 17). On July 29, 2019, the Mianyang Intermediate People's Court (29 Jul 19) sentenced Huang to 12 years in prison. In December 2019, the court upheld the 12-year sentence on appeal; authorities transferred Huang to Bazhong Prison in Bazhong municipality, Sichuan (RDN, 28 Dec 19). Authorities sentenced Huang to 5 years in prison in 2000 for "subversion" and to 3 years in prison in 2009 for "illegal possession of state secrets" in connection to his work following the 2008 Sichuan earthquake (WP, 24 Nov 09).
